First, that’s not common knowledge, it sounds fake, and like something a hater would say to be petty.
Second, she IS white. She is just as white as she is black. Can she not mark either (or both) and be correct?
Third, those forms are supposed to be between the employer and applicant, particularly this sensitive private data that gives all kinds of assurances that it won’t be used against you and can’t be used to discriminate. What kind of organization is disclosing this to the general public? This makes her a victim of a confidentiality breach, not a “narcissistic grifter.”
